ubi-utils: fix up build system
The previous change with CFLAGS handling was not entirely correct. So fix
CFLAGS/CPPFLAGS/LDFLAGS to work like standard build systems (i.e. autotools)
and change `ranlib` to $(RANLIB) to fix cross-compiling.
