In addition to the preprocessor define, use an Automake conditional
for optional compilation of the zstd stream tests.

Streaming compression was added fairly recently to zstd (and then
the API was changed a few times).
Rather than rely on libzstd versioning macros, this commit adds an
m4 script to test at configure time if the enums/functions we need
are available by trying to compile a small sample.

This commit modifies the build system to optionally generate a
reference manual for libsquashfs using Doxygen (if Doxygen is
available and the manual is explicitly built).

struct stat uses time_t to store time values. On some 32 bit systems,
this may be a 32 bit integer.
This patch adds a broken-out 64 bit time value to tar_header_decoded_t
and makes sure to clamp the value to +/- (2^32 - 1) if required when
writing it back to a struct stat.
